Pinole will elect three City Council members on Tuesday, Nov. 3, 2026, and five candidates qualified for the ballot, according to the city's candidate roster. The seats are at-large, so voters anywhere in Pinole can vote for up to three candidates.

Who is running for Pinole City Council?

The city clerk's roster lists these qualified candidates, in the order they filed:

  • Gabriel Sandoval (filed July 27)
  • Truc "Christy" Lam-Julian (filed July 22)
  • Libby Duarte (filed July 23)
  • Matthew "Matt" Avery (filed Aug. 3)
  • Tina Brown (filed Aug. 5)

The Ballot Book, which compiles official filings, lists the same five candidates for the at-large council race. Contra Costa County's list of offices up for election also shows three Pinole council seats on the November ballot.

How the race works

Pinole does not elect councilmembers by district. The candidates with the three highest vote totals win. Pinole's election is consolidated with the countywide general election run by the Contra Costa County Elections Division, so the race appears on the same ballot as state propositions and county races.

The roster lists campaign websites for several candidates. Check your sample ballot or the county elections site, contracostavote.gov, for your polling place and drop box locations.
