Newark voters choose two at-large City Council members on Tuesday, Nov. 3, 2026, from four candidates: incumbents Matthew Jorgens and Eve Marie Little, and challengers Tonya Connolly and Noah Patrick Grushkin. Mayor Michael K. Hannon is the only candidate for mayor.
Why it matters: Three of the council's five votes are on this ballot, and the council decides by a three-vote majority. Councilmembers Julie Del Catancio and Terrence Grindall are not up this year.
The candidates
- Matthew Jorgens: incumbent vice mayor and council member.
- Eve Marie Little: incumbent council member, listed on the ballot as councilmember/college professor.
- Tonya Connolly: retired maintenance superintendent.
- Noah Patrick Grushkin: no ballot designation listed.
Every Newark voter can pick up to two. Council members serve four-year terms; the mayor serves two years and votes as the fifth council member, according to city information compiled by PlayPOTUS.
Issues the next council inherits
- Measure DD: would replace Newark's 1970 business license tax with gross-receipts rates. The ballot question says it would raise $6.6 million a year; the current tax brings in about $1.5 million. Read our Measure DD explainer.
- Mowry Village: the council approved 196 single-family homes and a 31-unit affordable building at the Pick N' Pull site on Mowry Avenue on Dec. 11, 2025. Little voted no and Jorgens abstained, according to council minutes cited by PlayPOTUS.
- NewPark Mall: the council discussed an Urban Land Institute panel's ideas for reviving the mall area in February 2026.
How to vote
Mail ballots must be postmarked by Nov. 3. Alameda County's 10-day vote centers open Saturday, Oct. 24, and Oct. 27 is the last day to request a replacement ballot. Next door, see our Fremont council guide and the full Election 2026 guide.
