San Ramon voters will choose a mayor citywide and council members in Districts 2 and 4 on Tuesday, Nov. 3. Mayor Mark Armstrong faces two political newcomers, Emma Chigbu and Paschalis Ntatsos, according to the city's official candidate list. The mayor's term is two years.

Why it matters: The city is in the middle of a major build-out of Bishop Ranch, including the 4,500-unit CityWalk plan approved in 2020. Its 1% Measure N sales tax, passed in 2024 to restore cut services, sunsets after 10 years, and all three mayoral candidates say the city needs a longer-term budget fix.

Mayor: Armstrong vs. Chigbu vs. Ntatsos

  • Mark Armstrong has been mayor since 2024 and joined the council in 2021. At an Oct. 7 forum at Bishop Ranch, he said concentrating new housing in the city core is meant to "protect our existing neighborhoods" and that the projects drawing complaints went through years of public hearings, DanvilleSanRamon reported.
  • Emma Chigbu is a Diablo Valley College student, debate coach and Dougherty Valley High graduate. She lists smart development, fiscal stability, community engagement and wildfire prevention as priorities, and at the forum called for better public transit, retimed traffic lights and plainer city communications.
  • Paschalis Ntatsos is a swim coach and founder of the ElitSwim club. He said he got involved after learning of the city's deficit about three years ago, and he called the Bishop Ranch projects "partial development" that strains traffic, schools and water, with the Orchards project on the former Chevron Park site as the exception.

District 2: Adler vs. Kathrani

Richard Adler was appointed in 2024 to the seat Armstrong left when he became mayor. His priorities include public safety, parks and libraries, and planning for when Measure N money runs out, Patch reported. Chirag Kathrani is a tech entrepreneur who ran for mayor in 2024 and for the state Assembly earlier this year. He wants to expand Measure G hillside and open-space protections and focus on traffic and small businesses.

District 4: Rubio vs. Joh

Vice Mayor Marisol Rubio has been on the council since 2022 and previously served as vice president of the Dublin San Ramon Services District board. She started the city's ad hoc Climate Action Council. Jeffrey Joh is a longtime resident and UC Berkeley graduate who worked at tech startups. He wants to balance growth with preservation and lower the city's fees for filing zoning appeals.

School board

In the San Ramon Valley Unified board's only contested race, Area 5 trustee Rachel Hurd, on the board since 2006, faces substitute teacher Joel Woods. Area 5 covers eastern and southeastern San Ramon around Dougherty Valley. Amanda Butland (Area 1) and incumbent Susanna Ordway (Area 4) are unopposed, Patch reported.

San Ramon voters will also decide the regional transit sales tax, Measure RTM. See every local race on our Election 2026 guide, including Danville's Town Council race.
