Voters in Fairfax, Larkspur, San Anselmo, Ross and four other central Marin districts will decide on Nov. 3, 2026 whether to renew the Ross Valley Paramedic Authority's parcel tax for four more years. The measures are Measure R in Fairfax, Measure S in Larkspur, Measure V in San Anselmo, Measure U in Ross, Measure Y in County Service Area 27, Measure BB in the Kentfield Fire Protection District and Measure DD in the Sleepy Hollow Fire Protection District.

Why it matters: The tax pays for the paramedics who respond to 911 medical calls across the Ross Valley. The current tax expires June 30, 2027. Each measure needs a two-thirds yes vote to pass.

What the measures do

All seven ask for up to $107.50 per home, or per 1,000 square feet of developed nonresidential property, with increases of up to $4 a year, the Marin Independent Journal reported. Corte Madera, the eighth member community, has a separate, lower-rate version on its ballot, Measure Q.

The official impartial analyses for Larkspur, San Anselmo and Fairfax lay out the details:

  • Today: $103.50 per home and per 1,500 square feet of nonresidential space. Voters last approved the tax in 2022.
  • Under the measures: $107.50 per home and per 1,000 square feet of nonresidential space in 2027-28, rising to no more than $118 in 2030-31.
  • End date: June 30, 2031, unless voters renew it again.
  • Use: it is a special tax, so the money can be spent only on paramedic services, such as emergency response, training, medical supplies and replacing ambulances.

Business and other nonresidential owners would pay per 1,000 square feet instead of per 1,500 square feet, so their bills would go up more than the $4 change for homes.

How much each town would raise

  • Larkspur, Measure S: about $834,000 a year
  • San Anselmo, Measure V: about $688,000 a year
  • Fairfax, Measure R: about $432,000 a year

What a yes or no vote means

A yes vote extends the paramedic tax through June 2031 at the new rates.

A no vote lets the tax end as scheduled in June 2027 in that community. Supporters say local paramedic services would have to be reduced without it.

Who is for and against

In Larkspur, Mayor Stephanie Andre, Councilmember Scot Candell and Central Marin Fire Chief Ruben Martin signed the argument in favor. In Fairfax, Mayor Stephanie Hellman, Vice Mayor Frank Egger and Councilmembers Lisel Blash, Barbara Coler and Mike Ghiringhelli signed it.

Their argument says Ross Valley voters have backed local paramedic funding since 1982 (the town attorneys' analyses date the tax to 1983). It says the authority started with a single ambulance and now puts trained paramedics on fire engines as well as ambulances. They add that insurance payments and billing of nonresidents cover only part of the cost and that the money must stay in the Ross Valley.

No argument against was filed in Larkspur or Fairfax. In San Anselmo, no argument was filed for or against Measure V.
