Saratoga voters will elect three of five City Council members on Tuesday, Nov. 3, 2026, and no incumbent is running. The four candidates are Glenn K. Hendricks, Ping Li, Bill Dalton and Jeri Bromley, in ballot order. Voters pick up to three; the top three vote-getters win four-year terms. There is no runoff.
Why it matters: Three of four candidates will be seated, so a majority of the council will be new in December. The seats now belong to Mayor Chuck Page and Council Members Belal Aftab and Yan Zhao, all elected in 2022, according to the Vote or Else guide.
Because no incumbent qualified by Aug. 7, the city extended filing to Aug. 12 for non-incumbents. Hendricks qualified on the last day, the city's candidate list shows.
The candidates
- Ping Li: chair of the Saratoga Planning Commission, 22-year resident, former Parks & Recreation commissioner. Her campaign platform lists public safety, fiscal responsibility, wildfire preparedness and traffic calming near schools.
- Jeri Bromley: Parts Foreperson at the Santa Clara Valley Transportation Authority and former officer of transit union ATU Local 265, per her campaign site. Platform: housing that meets state rules while respecting neighborhoods, climate preparedness and more open city government.
- Bill Dalton: 40-plus-year resident who ran for council in 2022 and spoke at council meetings this year on Flock license plate cameras and pensions. Says he wants to limit the effect of state housing mandates such as SB 9 on neighborhoods.
- Glenn K. Hendricks: a regular public commenter on city finances, pensions and the capital budget at council meetings in 2026, according to city minutes cited by Vote or Else. No campaign platform was found.
