A 29-year-old Santa Rosa man was charged Friday in the hit-and-run death of a Petaluma woman whose body was found in a ditch along Guerneville Road east of Graton late last month.

Daniel Kain faces charges of gross vehicular manslaughter, hit-and-run causing death or injury, assault with a deadly weapon and driving under the influence causing injury, according to Sonoma County Superior Court records cited by The Press Democrat. He was being held at the Sonoma County jail in lieu of $500,000 bail and was scheduled for his first court appearance Friday afternoon. It was not clear whether he had a lawyer.

What investigators say happened

The woman who died has been identified as Shannon Skilling, 43. The California Highway Patrol says she was walking with or riding a bicycle on the night of Sept. 27 when she was struck by an eastbound white Ford Ranger near Frei Road.

That night, another driver reported running over a bicycle lying in the middle of Guerneville Road. Investigators believe the bike had been dragged or moved more than a mile east of the original crash, either after getting caught on the suspect's truck or by being moved on purpose. The second driver pulled the bicycle to the side of the road and called dispatchers.

About 11 hours later, around 7:45 a.m. on Sept. 28, authorities responded to a report of a person lying in a ditch on Guerneville Road and found Skilling's body.

How the truck was found

Broken vehicle parts left at the scene pointed investigators toward a late-1990s Ford, a CHP officer told The Press Democrat. On Sept. 30, a Santa Rosa resident reported a damaged Ford Ranger parked on Pawnee Street, which CHP connected to Kain.

Officers arrested Kain on the afternoon of Wednesday, Oct. 7, at a convenience store on Steele Lane in Santa Rosa. He was booked on suspicion of felony hit-and-run resulting in death and felony driving under the influence, according to KRON4. Prosecutors then filed the broader set of charges on Friday.
