The fight over the Great Highway is back. Prop G, a citizen initiative, asks whether cars should return to the 2-mile stretch along Ocean Beach that is now Sunset Dunes Park.

What it does

Prop G would close the park to the public from Monday at 4 a.m. to Friday at 6 p.m., except on certain holidays, and let private cars use the road during those hours, according to the League of Women Voters of San Francisco. The park would stay open on weekends and holidays.

SPUR said the city would need a Coastal Commission permit, and maybe other approvals, before reopening the road to cars.

How we got here

The city closed the road to cars in 2020 during the pandemic. In 2022, voters rejected Prop I, which would have let cars back on the road. In 2024, Prop K made the road a permanent park. SPUR said it passed with 55% of the vote. KQED noted that most residents living closest to the park voted against it.

The League said the Recreation and Parks Department counted more than 1.7 million visits in the park's first year, 53% of them on weekdays.

What each side says

Supporters, including the Chinese American Democratic Club, the SF Taxpayers Association and the Richmond District Democratic Club, say the closure pushed traffic onto Sunset streets. They say Prop G brings back the old weekday-and-weekend compromise.

Opponents, including the Sierra Club, SPUR, the SF League of Conservation Voters and the Surfrider Foundation's SF chapter, say crashes are down and local business is up. They say reopening would cost $10 million to $14 million, plus about $1.9 million a year, the League said.
