PayPal is cutting 251 jobs at its San Jose headquarters, with the layoffs taking effect Friday, Oct. 30, according to a notice the company filed with California's Employment Development Department.

What the filing says

The notice, dated Aug. 31, covers PayPal's campus at 2211 N. First St. in North San Jose and lists the cuts as permanent layoffs, according to the state's WARN data as compiled by CaliforniaWarn. California's WARN Act requires most large employers to give 60 days' written notice before a mass layoff, and the gap between PayPal's notice date and its effective date is exactly 60 days. Affected workers stay on payroll during that window.

Who is affected

The cuts fall mostly on technology and product roles, according to reports from CiVL and Dealroom, which reviewed the list of affected positions. Both counted 42 senior software engineers, the largest single job title on the list, along with dozens of engineering managers.

Why it is happening

PayPal reorganized into three business units this spring and named a chief AI transformation officer, Dealroom reported. The San Jose layoffs are part of a multiyear plan to simplify operations and lower costs while investing in AI. CiVL reported that the broader plan aims to trim about 20% of the company's global workforce, roughly 4,760 jobs, and save about $1.5 billion. The company has also cut roles in India, Ireland and Israel, according to both outlets.

PayPal had about 23,800 employees worldwide at the end of 2025, including 9,600 in the United States, according to Dealroom.

The bigger picture

The cuts add to a heavy year for local tech jobs. CiVL reported that PayPal's San Jose layoffs pushed Bay Area tech layoffs past 12,900 so far in 2026, already more than in all of 2025. In Sunnyvale alone, employers including Uber, Synopsys, Amazon, Apple and Magic Leap have filed eight WARN notices covering 484 workers since summer, according to state filings tracked by Employees First Labor Law.
