Pacifica voters in City Council Districts 2, 3 and 5 choose council members on Tuesday, Nov. 3, 2026. Five candidates filed by the August deadline, and only one incumbent, Mayor Christine Boles, is running again.

Why it matters: Three of five seats are on the ballot as Pacifica deals with a budget deficit, state housing requirements and sea-level rise, Peninsula Buzz and Coastside News reported.

District 2 (Manor): Christine Boles vs. Dan Urban

  • Christine Boles, 62, architect, first elected in 2022. Wants to explore an offshore reef to reduce wave energy, supports more housing density near transit, and has talked with churches about housing on church property. Endorsements include Rep. Sam Liccardo, state Sen. Josh Becker and the Sierra Club.
  • Dan Urban, 62, former chef and food-industry regional operations manager. Wants more local business and visitors, sees Palmetto Avenue as a potential downtown, and opposes spending city money to restore the pier. Endorsed by the San Mateo County Association of Realtors.

"We're no better off today than we were four years ago or eight years ago. Something's got to change," Urban told Peninsula Buzz.

District 5 (Pedro Point, Lower Linda Mar): Sam Casillas vs. Margo Meiman

The open seat belongs to Sue Beckmeyer, who is termed out after two four-year terms.

  • Margo Meiman, 61, retired teacher of more than two decades. Focuses on cleaning up San Pedro Creek, supports infill housing and sees Linda Mar as a possible downtown. Endorsed by the Sierra Club, the San Mateo County Labor Council and Mayor Boles.
  • Sam Casillas, 59, works in commercial operations for a pharmaceutical company and is president of the Pacifica Land Trust. Backs nature-based climate solutions, wants the Sea Bowl building protected, and opposes 125 proposed homes at Higgins Road in a severe fire zone. Endorsed by former mayors Sue Digre and Mike Vasey and the San Mateo County Democrats.

Peninsula Buzz reported that Casillas was cited for vandalism after spray-painting a political sign opposing his campaign; the sign has been restored and he denied malicious intent.

District 3 (Sharp Park): Cindy Abbott, unopposed

Cindy Abbott, 68, executive director of the Sanchez Arts Center, is running unopposed for the seat held by termed-out Councilmember Mary Bier. She points to Park Mall as a site for growth and family-oriented affordable housing.

Pacifica voters also decide Measure BB, a one-cent sales tax. More races: Election 2026 guide.
