Fremont says six affordable housing developments are breaking ground this fall, together adding 918 apartments for lower-income households. The projects are in Centerville, Irvington, Warm Springs and downtown Fremont, the city announced.
Why it matters: Fremont has promised to create more than 7,000 affordable homes by 2031 under its state-required Housing Element. These units add to the more than 560 affordable homes that opened in the city in 2025.
The six projects
- Thornton & Post, 37027 Post St., Centerville: 115 units, leasing fall 2027.
- Centerville Plaza Apartments, 37358 Fremont Blvd.: 288 units, fall 2027.
- Fremont Warm Springs, 45021 Warm Springs Blvd.: 239 units, spring 2028.
- Capital at City Center, 3440 Walnut Ave.: 119 units, spring 2028.
- Arbor View, 41868 Osgood Road: 66 units, spring 2028.
- Canvas Apartments, 39340 Fremont Blvd.: 91 units, spring 2028.
Those dates come from the city's upcoming affordable units list.
Who qualifies
Units are for households earning between 20% and 80% of area median income, the city said.
Under the city's 2026 limits, a four-person household can earn no more than $135,750 a year to qualify for a low-income unit at 80% of median.
How it's paid for
Funding comes from bonds, low-income housing tax credits and state and federal money, the city said. Fremont helped pay for four of the six projects.
"We've streamlined our internal processes to work more efficiently," Mayor Raj Salwan said, adding the city cut the state's required permit timeline in half.
What's next
Residents can sign up for the city's Affordable Housing Interest List to be told when units open.
