Campbell voters in Districts 3, 4 and 5 elect City Council members on Tuesday, Nov. 3, 2026. Two races are contested: Mayor Dan Furtado vs. Joe Brenner in District 3, and Davis Fields vs. Joseph Guardado for the open District 4 seat. Daraius Sorabji is unopposed in District 5.
Why it matters: At least two of five council seats will change hands, in a city of about 43,000 debating state housing mandates and aging infrastructure after its public pool closed permanently in July. Districts 1 and 2 vote in 2028.
District 3: Furtado vs. Brenner
- Dan Furtado, 82, is serving a one-year rotating term as mayor and has 18 years total on the council, San José Spotlight reported. A retired Army Reserve colonel and former pharmacology professor, he is endorsed by all four council colleagues, San Jose Mayor Matt Mahan, Assemblyman Patrick Ahrens, state Sen. Josh Becker and Rep. Sam Liccardo. "I think my greatest asset is my experience," he said.
- Joe Brenner, 36, owns cleaning-products business South Bay Suds and is president of the Downtown Campbell Neighborhood Association. He wants to grow sales tax revenue by improving the business climate and push "truly high-density" housing to get ahead of state mandates.
District 4 (open): Fields vs. Guardado
Councilmember Elliot Scozzola is not running again.
- Davis Fields, 40, a tech executive and Planning Commission chair since 2022, names traffic and pedestrian safety as residents' top concern, followed by housing and infrastructure. Endorsers include Councilmembers Anne Bybee, Terry Hines and Sergio Lopez, Supervisor Susan Ellenberg and the Campbell Police Officers Association.
- Joseph Guardado, 21, a grocery store clerk, said seeing a car hit a pedestrian in his neighborhood motivated him to run. He wants safer sidewalks and lighting, more transit, lower city taxes and an itemized public accounting of spending.
District 5: Sorabji unopposed
Councilmember Anne Bybee is termed out. Daraius Sorabji, 62, a tech executive who ran in 2018, is the only qualified candidate. He wants the council to follow up on residents' concerns and to rein in Campbell's sales tax, currently the highest in Santa Clara County. A sixth person, Joseph Ruggero, filed an intention statement for District 5 but did not qualify, city records show.
How to vote
