California YIMBY, one of the state's most influential pro-housing groups, has issued no recommendation on Proposition 45. The measure would put deadlines on environmental reviews under the California Environmental Quality Act. See our 2026 election guide for more.
Why it matters: Housing advocates usually push for CEQA reform. In this case a leading YIMBY group is telling its voters to decide for themselves.
What Prop 45 would do
The measure creates an opt-in fast track for "essential" housing, water, transportation, clean energy, broadband and health care projects. Full environmental review would have to be finished within 365 business days, according to California YIMBY's analysis. It would also cap public comment at 45 days and limit what courts can do when a challenge succeeds. HousingWire reports that courts would get 270 days to resolve challenges.
Why the group stayed neutral
"While this measure does affect housing, it's not primarily about housing," California YIMBY wrote. It added that the main question for housing voters is "how you feel about sprawl." The group raised concerns about building in fire-prone wildland areas. It also said it was troubled that the measure makes it easier to build freeways but not high-speed rail. HousingWire notes the group backed two laws curtailing CEQA this year.
The bottom line
"There are good reasons to support this measure and good reasons to oppose it," the group concluded. California voting is already underway, and a simple majority passes the measure.
