BART's nine-member Board of Directors sets fares, approves the budget and oversees the general manager. Four seats were up for election in 2026: Districts 2, 4, 6 and 8, according to BART's elections page.

District 4

The Alameda County ballot lists two candidates in District 4, which East Bay Insiders describes as covering Oakland, San Leandro and Hayward:

  • Robert Raburn, the incumbent BART director
  • Luis Reynoso, a university business professor and former Hayward Unified trustee

Reynoso is also on the ballot this year for the EBMUD Ward 7 and AC Transit Ward 5 boards, according to the same county candidate lists. See our EBMUD guide.

Why it matters this year

The race comes as voters in five counties also decide Measure RTM, the regional transit sales tax meant to prevent deep service cuts to BART and other systems. The next board will manage the system's finances whichever way that measure goes.

How to vote

Election Day is Tuesday, Nov. 3. Polls and vote centers close at 8 p.m., and mailed ballots must be postmarked by Election Day and arrive within seven days. You can check your registration and ballot status at sos.ca.gov/elections. California lets you register and vote the same day at a vote center.
