Winters Joint Unified School District, which serves Winters on the Yolo-Solano line, is asking voters on Nov. 3 to approve Measure B, a $29.9 million facilities bond. School bonds like this one need 55% to pass.

The cost

Board President Joedy Michael told the Winters Express the estimated tax rate is $49 per $100,000 of assessed value. Assessed value is not the same as market value. A property assessed at $400,000 would pay about $196 a year. Ballotpedia estimates the bond would bring in about $1.6 million a year.

What it would pay for

The district's Facilities Master Plan lists about $80 million to $135 million in needs, including repairs, modernization and safety work. Superintendent Rody Boonchouy said, "existing resources are insufficient to address all identified major capital improvements." Michael said the district has more than 75 buildings to maintain. Local bond money would also help the district qualify for at least $4 million in state matching funds.

Oversight

Bond money could be spent only on projects voters approve, not on salaries. A citizens' oversight committee and yearly independent audits would track the spending. Yolo County's election office has the full text and ballot arguments.

How to vote

Election Day is Tuesday, Nov. 3. Polls and vote centers close at 8 p.m., and mailed ballots must be postmarked by Election Day and arrive within seven days. You can check your registration and ballot status at sos.ca.gov/elections. California lets you register and vote the same day at a vote center.
