Measure E had 55,315 No votes (63.61%) to 31,644 Yes, according to NBC Bay Area. ABC7 showed 64% No.

Per KQED, the measure would have raised taxes on commercial wind turbines and created new ones on commercial solar and battery systems, natural gas extraction and data centers in unincorporated Solano County, with data centers paying $5 per square foot a year. It was expected to bring about $353,000 a year into the general fund.

Incumbent Mayor Alma Hernandez led with 38% (1,785 votes) over Councilmember Amit Pal at 26%, in ABC7's count with about 71% of the expected vote in. KQED says the city faces a fiscal cliff and has discussed annexing land from the billionaire-backed California Forever, and the election is seen as a referendum on the megadevelopment.

All results are unofficial election-night and early-morning counts as of Wednesday, Nov. 4. Counties keep counting mail and provisional ballots for days, and certification comes later, so margins can shift, especially in close contests.
