Measure Q had 1,672 No votes (50.9%) to 1,608 Yes (49%) as of 8:08 a.m. Wednesday, according to KQED. NBC Bay Area showed No at 50.98%.

The measure would approve agreements between the city and Mercy Housing California to build and run 40 affordable apartments for senior agricultural workers at 535–555 Kelly Ave. The city would lease the land for 99 years at $1 a year, and the project would include just over 2,600 square feet of community space.

NBC describes Q as a referendum aimed at blocking the project, so a No vote rejects the housing agreements.

With a 64-vote gap and late ballots still arriving, the outcome may not be clear for days.

All results are unofficial election-night and early-morning counts as of Wednesday, Nov. 4. Counties keep counting mail and provisional ballots for days, and certification comes later, so margins can shift, especially in close contests.
