A surface parking lot and annex once used by the Alameda County Probation Department in Oakland is set to become 66 apartments for low-income seniors, and new renderings published this week show what the building will look like.

The building

The project, called 430 Broadway Building A, sits at the corner of Fifth and Franklin streets, a few blocks from the Jack London Square waterfront. SF YIMBY reports the five-story building will stand about 59 feet tall, with 25 studios, 40 one-bedrooms and one two-bedroom unit. Plans include 14 car spaces, 12 bike spaces and a small amount of office space. The facade features sawtooth bay windows facing Franklin Street.

Who it serves

According to a state tax credit staff report from Sept. 1, 65 of the units will be rent-restricted for seniors earning 30% to 60% of the area median income, and one unit is for an on-site manager. Seventeen units are set aside for people experiencing homelessness. The state committee recommended about $2.08 million a year in federal tax credits and nearly $16.5 million in tax-exempt bond authority for the project. Construction is expected to begin in January 2027 and wrap up in January 2029.

County money and a bigger plan

The land is owned by Alameda County. In January, county supervisors approved $18.73 million in Measure W funds and $12.6 million in interest earned on Measure A1 housing bond money to help build it, according to county board documents. Supervisors took up the final lease and development agreement in September.

The developers, Related California and the Oakland-based East Bay Asian Local Development Corporation, plan to redevelop two full blocks at 401 and 430 Broadway, where the probation offices once stood. The partners describe the site as a gateway between Jack London Square, Chinatown, Old Oakland and downtown.
