Two incumbents and two challengers are running for two Sausalito City Council seats on Nov. 3. The biggest divide is Measure X, the initiative to rezone the Marinship industrial waterfront.

The candidates

Joan Cox is a former municipal attorney seeking a third, non-consecutive term. She served on the Planning Commission from 2008 to 2016 and was mayor in 2018 and 2025. She opposes Measure X and says she would pursue an alternative. Her endorsers include state Sen. Mike McGuire and Mayor Steven Woodside.

Jill James Hoffman, an attorney and retired Navy captain, has been on the council since 2014. She opposes Measure X and highlights work rehousing offshore residents and protecting eelgrass habitat. Rep. Jared Huffman has endorsed her.

Nastassya Saad grew up in Sausalito, chairs the Planning Commission and opposes Measure X. KALW reported that she and Hoffman are running as an informal slate. Her endorsers include the Marin County Democratic Party.

Adrian Brinton is a retired technology executive who helped draft Measure X and founded the group Positive People for Sausalito. "Frozen since 1985. Measure X ... is our first real shot in 40 years to unfreeze the Marinship," he said. Councilmember Ian Patrick Sobieski, Vice Mayor Melissa Blaustein and Mayor Woodside have endorsed him.

The forum

About 200 people came to a Sept. 30 forum at the Spinnaker, hosted by the League of Women Voters of Marin and the Sausalito Woman's Club, KALW reported. "The disagreement isn't about the destination," Cox told KALW of the split over the waterfront's future.
